DESCRIPTION:The collapse of Carillion has kick started a wide-ranging debate about the causes of the company’s demise\, the role of government and the efficacy of public sector contracting. It puts a spotlight on the ability of the UK’s construction industry to withstand uncertainty and changes in the business environment.  Tellingly\, while contributing 7% to the UK economy\, the industry suffers over 16% of insolvencies. \nA new report asks ‘Are we built on a house of cards?’ Resilience is the ability of organisation’s to respond to change and disruption.  We live in uncertain times with weak economic growth and demand as well low productivity and skill shortages. The report’s co-author\, Tim Whitehill of Project Five Consulting\, will highlight key issues which need to be addressed in organisations to embrace resilience. \nAdam White of Manchester Airport Group is responsible for a planned £1 billion of development at Airport City and will give an update on progress and the impact on the local construction economy. DESCRIPTION:Roger Burton\, chair of Constructing Excellence\, explains how only a modernised and efficient construction sector can deliver the public estate of the future. \nThe public sector’s ambition to modernise and improve its estate will not only require the disposal of surplus assets but the rationalisation of the £3bn property portfolio.  Reducing costs and increasing efficiencies will inevitably involve the construction industry in re-providing or modernising the residual estate. Public sector clients therefore need to be confident of the ability of the construction industry to deliver their product effectively and reliably to meet cost and time requirements. \nThe construction industry forms a significant element of our economy.  With an annual output around £100bn it is almost seven per cent of the economy and provides three million jobs. But it suffers from a complex and extended structure involving the management of thousands of smaller enterprises operating in a competitive environment.  The selection process continues to favour the lowest cost offer as opposed to best value and the industry operates at low profit margins which does not help in improving quality\, delivery and ultimate performance and has significantly restrained investment over decades.  This has had the effect of limiting productivity growth – the industry has virtually flatlined in this respect since the watershed Egan report\, Rethinking Construction\, published twenty years ago. He found then that the “the industry as a whole is underachieving\, with too little capital investment\, research\, development and training” resulting in “low client satisfaction”. Little has changed. \nThe industry cannot be complacent.  Low productivity\, low skills\, low margins and the resultant low profitability are a recipe for ultimate failure. Recent research shows that while accounting for seven per cent of economic output\, construction also suffers 16.5 per cent of insolvencies with the inevitable difficulties this causes for the industry’s clients.  So how can we secure change in the industry to deliver better performance and resilience?  The recent Farmer Review exhorts the industry to “modernise or die”. It needs to improve relationships and increase levels of investment in research and development and change commissioning trends from traditional to collaborative approaches embracing innovation and pre-manufactured approaches – shifting towards construction processes where more elements can be fabricated in a factory environment for on-site assembly. \nClients of the industry and particularly those in the public sector have an important role to play.  Their ability to influence construction processes has already been realised in the rapid transition to the use of digital technologies in design and delivery to BIM Level 2.  The Digital Review suggest that the industry can be transformed by ensuring digitalisation at scale to realise productivity increase\, the creation of highly skilled jobs and increased UK export opportunities. Enabling successful digitalisation and greater pre-manufacture will demand a culture change in the industry and its clients.  Increased collaboration\, early contactor and sub-contractor involvement in solution development facilitated by appropriate procurement arrangements\, replacing lowest price tendering with long term relationships\, with greater co-ordination of design and assembly will be key to delivering a leaner\, more productive approach to delivery.  This will result in less waste\, less duplication and greater efficiency generating better value for money\, profitability and a sustainable and resilient industry\, all to the benefit of the industry’s clients.  They should demand no less. \nThis agenda for the Government Property and Estates Conference is promoted and supported by Constructing Excellence\, a platform from which to stimulate debate and drive much needed change in the construction sector.  Our thought leading members from the entire supply chain – clients\, industry and users – share a vision for change through innovation and collaboration. \nConstructing Excellence in Manchester is part of the regional presence based in Salford University and the Centre for Construction Innovation.  As a result of this relationship our members are being offered free attendance at the forthcoming Conference on the 26th April which will address the challenges facing the public sector estate and anticipate how new policies may impact on your organisation. To book your place please contact j.kilby1@salford.ac.uk including your name\, job title\, email address and Constructing Excellence membership number. \n \n

SUMMARY:High Density New Housing – Towards Zero Carbon

DESCRIPTION:The Ordsall Chord project is at the heart of Network Rail’s £1bn+ Northern Powerhouse to improve travel in the north. \nAllan Parker and Mark Chambers of Network Rail will describe the collaborative approach and innovative procurement which has enabled this award winning project to be delivered on or before the programmed completion date within approved cost plan and to quality exceeding expectation whilst delivering the highest of health and safety standards. \nThis is the biggest transport project in the north of England for decades and sees the construction of a new rail viaduct which will\, for the first time in history\, provide a direct link between Manchester’s three mainline stations (Piccadilly\, Oxford Road and Victoria). \nThe project spans the boundary between Manchester and Salford\, passing through the area of the first passenger railway station in the world\, on Liverpool Road. DESCRIPTION:Constructing Excellence\, the University of Salford\, Salford City College and Salford City Council are seeking help from construction industry organisations within the North West to act as mentors and offer pledges of employment opportunities to Interns & Apprenticeships. \nThe three organisations are collaborating with two north west construction companies; Whitfield & Brown Limited and Seddon Construction\, who in the true sense of collaboration are acting as facilitators working together to help form a “route map” for people considering a career in construction. \nAn event being held on 23rd March 2017 at UOS Mediacity will see a variety of key note speakers addressing the challenges being faced\, how we can collectively positively promote construction\, entice and encourage young people into the industry and how we can meet the aspirational goals set by the government with the provision of skills to meet demand. \nYou can make your pledge by getting in touch with danny.cross@vaclensa.com and a pledge sign up form will be sent to you.
