SUMMARY:Government Property and Estates Conference 2018
DESCRIPTION:Roger Burton\, chair of Constructing Excellence\, explains how only a modernised and efficient construction sector can deliver the public estate of the future. \nThe public sector’s ambition to modernise and improve its estate will not only require the disposal of surplus assets but the rationalisation of the £3bn property portfolio.  Reducing costs and increasing efficiencies will inevitably involve the construction industry in re-providing or modernising the residual estate. Public sector clients therefore need to be confident of the ability of the construction industry to deliver their product effectively and reliably to meet cost and time requirements. \nThe construction industry forms a significant element of our economy.  With an annual output around £100bn it is almost seven per cent of the economy and provides three million jobs. But it suffers from a complex and extended structure involving the management of thousands of smaller enterprises operating in a competitive environment.  The selection process continues to favour the lowest cost offer as opposed to best value and the industry operates at low profit margins which does not help in improving quality\, delivery and ultimate performance and has significantly restrained investment over decades.  This has had the effect of limiting productivity growth – the industry has virtually flatlined in this respect since the watershed Egan report\, Rethinking Construction\, published twenty years ago. He found then that the “the industry as a whole is underachieving\, with too little capital investment\, research\, development and training” resulting in “low client satisfaction”. Little has changed. \nThe industry cannot be complacent.  Low productivity\, low skills\, low margins and the resultant low profitability are a recipe for ultimate failure. Recent research shows that while accounting for seven per cent of economic output\, construction also suffers 16.5 per cent of insolvencies with the inevitable difficulties this causes for the industry’s clients.  So how can we secure change in the industry to deliver better performance and resilience?  The recent Farmer Review exhorts the industry to “modernise or die”. It needs to improve relationships and increase levels of investment in research and development and change commissioning trends from traditional to collaborative approaches embracing innovation and pre-manufactured approaches – shifting towards construction processes where more elements can be fabricated in a factory environment for on-site assembly. \nClients of the industry and particularly those in the public sector have an important role to play.  Their ability to influence construction processes has already been realised in the rapid transition to the use of digital technologies in design and delivery to BIM Level 2.  The Digital Review suggest that the industry can be transformed by ensuring digitalisation at scale to realise productivity increase\, the creation of highly skilled jobs and increased UK export opportunities. Enabling successful digitalisation and greater pre-manufacture will demand a culture change in the industry and its clients.  Increased collaboration\, early contactor and sub-contractor involvement in solution development facilitated by appropriate procurement arrangements\, replacing lowest price tendering with long term relationships\, with greater co-ordination of design and assembly will be key to delivering a leaner\, more productive approach to delivery.  This will result in less waste\, less duplication and greater efficiency generating better value for money\, profitability and a sustainable and resilient industry\, all to the benefit of the industry’s clients.  They should demand no less. \nThis agenda for the Government Property and Estates Conference is promoted and supported by Constructing Excellence\, a platform from which to stimulate debate and drive much needed change in the construction sector.  Our thought leading members from the entire supply chain – clients\, industry and users – share a vision for change through innovation and collaboration. \nConstructing Excellence in Manchester is part of the regional presence based in Salford University and the Centre for Construction Innovation.  As a result of this relationship our members are being offered free attendance at the forthcoming Conference on the 26th April which will address the challenges facing the public sector estate and anticipate how new policies may impact on your organisation. To book your place please contact j.kilby1@salford.ac.uk including your name\, job title\, email address and Constructing Excellence membership number. \n \n

SUMMARY:High Density New Housing – Towards Zero Carbon
DESCRIPTION:Manchester’s ambition is to become one of the leading green cities in Europe.  Following a series of consultation events\, those ambitions will be debated at the Mayor’s Green Summit this week\, more details here.  Housing is responsible for 27% of our carbon emissions and by 2050 Manchester wishes to see all our new and existing stock with very low or zero output and running on clean energy. \nAt the same time the Greater Manchester Spacial Framework is under consideration – after the initial consultation in October last year the latest version is due to be issued in June.  The Framework expects the population to grow by around 300\,000 up to 2035 demanding a further 227\,000 net new homes to be created.  It is likely that the latest version will continue to expect the industry to ‘deliver the highest standards of sustainable design’ with a focus on that delivery in town centres to capitalise on good transport access\, 40\,000 new dwellings in Manchester city centre alone. \nIn February our seminar looked at the principles and practice of retrofitting our current housing stock.  In response to these twin challenges\, this seminar will appropriately focus on the design of medium and high density\, low to zero carbon homes enabling us to meet Manchester’s targets. \nMark Bryan of TÜV SÜD will demonstrate\, based on their research and project delivery\, how higher density residential development in our own towns and cities can meet the Zero Carbon Homes standard now. \n. \nWhen:  Wednesday 11th April\nBreakfast.  8 – 10am\nWhere:  Trowers and Hamlins LLP\, 55 Princess Street\, Manchester M2 4EW \nBOOK HERE \nThe CE Manchester team look forward to seeing you at our Spring 2018 series. \nFurther dates for your diary:  16th May and June 13th and July 11th

DESCRIPTION:The 2017 Grenfell Tower fire has shaken up the construction industry. The matter affects designers\, specifiers\, suppliers\, contractors as well as clients\, inspectors\, regulatory bodies and facility managers. Understanding regulations and ensuring that they are fully and correctly applied is a must. \nAn inquiry into the tragic fire and an independent review of building regulations and fire safety are underway. SUMMARY:New Models of Construction Procurement – latest developments in integrated and collaborative approaches
DESCRIPTION:We team up with the CIOB for this presentation by Don Ward\, Chief Executive of Constructing Excellence and Colin Harding\, past President of the CIOB. \nBoth our speakers are no newcomers to working to develop integrated and collaborative ways of working. The Government Construction Strategy identifies three new models of construction procurement: two-stage open book\, cost-led procurement and integrated project insurance. These all aim to facilitate collaboration. The Cabinet Office’s Infrastructure and Projects Authority (IPA) now recommends two of these approaches for the public sector. \nThis event will provide an overview of these models and provide detailed insight into two related developments: the new FAC-1 framework agreement and the IDC Single Responsibility approach as supported by CIOB.
